Cut peppers in half lengthwise to form a 'boat.' Combine vinegar and salt with 2 quarts water and soak peppers for at least 30 minutes (2 to 8 hours is best). Combine cheese, pepper, and garlic. Stuff peppers. Cut bacon in half and wrap each pepper with bacon, secure with toothpick.
Cook 15 to 20 minutes if cooking direct, 30 to 60 minutes if cooking indirect.
